URGENT NEED PROJECTS


1. DIVISION STREET DRAINAGE IMPROVEMENTS

Division Street, located between Norwegian Street and Market Street runs east to west passing through a parking lot that is the site of the former Green Drugs, which is owned by Bonnie DiCello. As part of the Mahantongo Sewer Separation Project, the stone arch beneath Division Street was blocked off where it crosses Centre Street in 2006. In coordination with the City of Pottsville, the Greater Pottsville Area Sewer Authority (GPASA) intends to reopen the arch and install the stormwater piping and inlets to alleviate flooding in this section of downtown Pottsville.

Bill Orlowsky, P.E., Executive Director of GPASA, and Jim Muldowney, GPASA Board Member, spoke with Bonnie DiCello regarding the proposed work. Ms. DiCello expressed her willingness to allow construction within her parking lot, provided the following accommodations occur:

1. A signed agreement stating the project need and time window the parking lot will be unavailable.

2. Acceptable alternative parking is provided for staff and patrons of Towne Drugs during construction.

GPASA has been informed that 911 routinely receives calls during down-pour rain events to have firemen pump out basements in the area to avoid a disaster. For this reason, GPASA would like the City to declare this project to be an emergency.

DEP has already agreed to approve a Letter for Permit Determination Request to allow for the relocation of sanitary sewer items in Centre Street, the reopening of the stone arch as a designated stormwater line, and extending the designated stormwater line through the parking lot westward to Third Street. Work in this section of Centre Street where the arch was closed will require a PennDOT Highway Occupancy Permit (HOP) prior to construction.


2. MAHATONGO ARCH REPLACEMENT AND SANITARY SEWER IMPROVEMENTS

• Replacement of collapsed stone arch with 48” SLCPP under Mahantongo walkway between Centre Street and Progress Avenue

• Replace 8” sanitary sewer with 18” sanitary pipe from Progress Avenue to 2nd Street along Mahantongo Street alignment

• Demolition of shuttered public restroom on East sideway of Centre Street

• Roadway and sidewalk restoration
